If you are starting from scratch, I recommend that sometimes developing the melody first is easiest. If you are a words person start with the lyrics and create a melody for them, if you are a musician who plays an instrument play something you can makeup a melody to.
This is a possible order of creation: First create a Melody, then add Rhythm (if it didn’t already get added spontaneously when you created the melody), then add Lyrics, lastly, create Chords/Background music.
You don’t have to follow this order, it’s just an idea. Some folks get more inspired by creating chords or background tracks first. In the end, everything must go together so, just pick a place to start and add what you are missing.
